OEM vs Retail vs Volume Licensing — India Guide
The three ways to buy Microsoft Windows and Office — decoded.
When you buy Microsoft Windows or Office, you'll see three price tiers — OEM (Original Equipment Manufacturer), Retail / FPP (Full Packaged Product) and Volume (Open Value, Open License, EA). They can look identical after installation, but the terms, transferability and legal use differ dramatically.
Quick comparison
| Feature | OEM | Retail / FPP | Volume |
|---|---|---|---|
| Price | Lowest (~40% off retail) | Highest (MRP) | 15 – 20% off retail (5+ seats) |
| Tied to a PC | Yes — first PC it's activated on | No — transferable between PCs | No — org-wide, transferable |
| Physical media | DVD-based (with PC purchase) | Boxed retail | ESD / download portal |
| Support | PC manufacturer | Microsoft directly | Microsoft directly + partner |
| Sold in India through | System integrators / PC assemblers | Retailers, online stores | Authorised Microsoft partners |
When OEM is right (and when it isn't)
OEM Windows 11 Pro (typically ₹8,000 – ₹11,000 in India) is a great deal — but it's legally tied to the first PC it activates on. If that PC dies, the licence dies with it. Do not buy OEM if you upgrade PCs often, or if you need to reinstall the OS on a new machine (build). Buy Retail / FPP (or Volume) instead.
When Volume beats Retail
Once you have 5+ seats, Volume (Open Value / Open License) is always cheaper than Retail and gives you cleaner admin — one activation key covers all seats, easy user tracking, and Software Assurance for continuous upgrades. Retail / FPP only makes sense for 1 – 4 seats where you can't hit the Volume minimum.
